Q&A (EXECUTIVE ORDER NO. 148)

The PNCC is attached to the Department of Public Works and Highways (DPWH) for policy and program coordination and general supervision.

The President is empowered to attach government corporations to departments under Section 5, Book IV of the Administrative Code of 1987.

The primary purpose is to make the PNCC the primary vehicle for pushing forward the government’s toll road programs nationwide and to coordinate policies and programs related to road network development.

The PNCC holds the franchise to operate, construct, and maintain the North and South Luzon Expressways and the Metro Manila Expressway.

The franchise is granted by Presidential Decree No. 1113, as amended by Presidential Decree No. 1894.

It establishes that PNCC, being majority-owned by the government and government financial institutions, may be considered a government-owned and controlled corporation (GOCC).

The order took effect immediately upon its issuance on November 18, 2002.
