The Philippine National Construction Corporation (PNCC) was formerly known as the Construction Development Corporation of the Philippines.

The PNCC holds its franchise to operate, construct, and maintain expressways by virtue of Presidential Decree No. 1113, as amended by Presidential Decree No. 1894.

The PNCC operates, constructs, and maintains the North and South Luzon Expressways and the Metro Manila Expressway.

The PNCC is considered a government-owned and controlled corporation because the Government of the Republic of the Philippines and/or government financial institutions have majority ownership, as recognized pursuant to PNCC vs. Pabion (320 SCRA 188).

The legal basis is Section 5, Book IV of the Administrative Code of 1987, which empowers the President to indicate to which department a government corporation may be attached.

The PNCC's functions related to operating expressways and development of road networks align it with the DPWH, which is responsible for public works and highways infrastructure development.

Following this Executive Order, the DPWH will have policy and program coordination responsibilities and general supervision over the PNCC.

Executive Order No. 148 took effect immediately upon issuance on November 18, 2002.
