Executive Order No. 151 approves the nationwide implementation of the Alert Level System for COVID-19 response in the Philippines, aiming to protect public health, revive the economy, and gradually replace the previous community quarantine classification system.

The main purpose is to approve the nationwide implementation of the Alert Level System (ALS) for COVID-19 response in the Philippines.

Article II, Section 15 of the Philippine Constitution, which declares it a policy of the State to protect and promote the right to health of the people.

Republic Act No. 11332, also known as the Mandatory Reporting of Notifiable Diseases and Health Events of Public Health Concern Act.

Section 7 of RA No. 11332 authorizes the President to declare a State of Public Health Emergency for epidemics of national or international concern that threaten national security.

Proclamation No. 922 (s. 2020) declared the State of Public Health Emergency and Proclamation No. 929 (s. 2020) declared the State of Calamity throughout the Philippines.

The ALS is a system to classify areas based on COVID-19 risk levels allowing more granular and phased approaches to health protocols and lockdowns, implemented nationwide in four phases starting with pilot areas.

The Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF) is authorized to impose or modify quarantine classifications and implement the ALS.

Phase 1: NCR, Region III, IV-A, VI, VII, X, and XI; Phase 2: Region I, VIII, and XII; Phase 3: Region II, V, IX; Phase 4: CAR, Region IV-B, CARAGA, and BARMM.

The Omnibus Guidelines remain in effect in areas not yet placed under the Alert Level System until full nationwide implementation is achieved.

They are directed to render full assistance and cooperation to the IATF and mobilize necessary resources for effective implementation of the ALS.

The Executive Order takes effect immediately upon publication in the Official Gazette or in a newspaper of general circulation.

Executive Order No. 112 (s. 2020) shall be deemed repealed once all areas of the country are placed under the Alert Level System.
