The Philippine government approves and adopts the Philippine Population and Development Plan of Action 2023-2028, directing all government agencies to support and implement the plan to address population challenges and promote socioeconomic development in the country.

The main purpose of Memorandum Circular No. 40 is to approve and adopt the Philippine Population and Development Plan of Action (PPD-POA) 2023-2028 and to direct the implementation thereof by all concerned government agencies and local government units (LGUs).

The Commission on Population (POPCOM) was renamed the Commission on Population and Development (CPD) by Executive Order No. 71 (s. 2018).

Presidential Decree (PD) No. 79 (s. 1972) established the Commission on Population (POPCOM).

The CPD is tasked to coordinate and collaborate with government agencies and stakeholders, monitor and assess the PPD-POA implementation, conduct population and development research, maintain population databases, and build public and institutional awareness on population dynamics and their impact on socioeconomic development.

All concerned national government agencies and instrumentalities, government-owned or -controlled corporations, and local government units (LGUs) are directed or encouraged to support and cooperate in the implementation of the PPD-POA 2023-2028.

The CPD is directed to use a whole-of-government approach in coordinating, collaborating, and establishing institutional partnerships to attain the goals and objectives of the PPD-POA 2023-2028.

The CPD is required to submit annual reports on the progress and emerging concerns of the PPD-POA implementation to the Office of the President, through the Office of the Executive Secretary.

The PPD-POA 2023-2028 serves as a blueprint to optimize demographic opportunities and address population challenges to accelerate the attainment of the socioeconomic development agenda outlined in the PDP 2023-2028.

The Circular takes effect immediately upon publication in the Official Gazette.

Yes, institutions at the national, regional, and local levels are enabled to use population data and research to optimize or address the impact of population dynamics in their development agendas or strategies, subject to existing laws, rules, and regulations.
