The full title is "EXECUTIVE ORDER NO. 83, June 17, 2019] APPROVING AND ADOPTING THE NATIONAL TECHNICAL EDUCATION AND SKILLS DEVELOPMENT PLAN 2018-2022."
Republic Act No. 7796, also known as the Technical Education and Skills Development Act of 1994, directs TESDA to formulate such a plan.
The NTESDP 2018-2022 aims to mobilize, galvanize, and strengthen the TVET sector to attain global competitiveness, workforce readiness, social equity for workforce inclusion, and poverty reduction.
The NTESDP 2018-2022 is crafted pursuant to 'AmBisyon Natin 2040' and the Philippine Development Plan 2017-2022.
All national government agencies and instrumentalities are enjoined, while local government units and the private sector are encouraged to adopt, disseminate, and support the implementation.
TESDA must ensure all skills development programs conform with NTESDP's objectives, monitor and assess the plan's implementation efficiency and effectiveness, and submit semi-annual reports on the implementation to the Office of the President through the Department of Trade and Industry.
Funding shall come from appropriations allocated to TESDA's skills development and training programs and the budgets of concerned National Government Agencies, subject to budgetary, auditing, and accounting rules.
The other provisions not affected shall remain valid and subsisting as provided under the Separability clause.
The Order shall take effect immediately upon signing.
The Office of the President receives these reports, submitted through the Department of Trade and Industry.
