The primary purpose of Memorandum Order No. 156 is to approve and adopt the Medium-Term Philippine Development Plan (MTPDP) for the years 2004-2010.

The MTPDP 2004-2010 is a development framework formulated to guide the country's development for six years, involving major stakeholders from both public and private sectors, aligning with the President's Ten-Point Agenda and National Development Agenda.

The MTPDP implementation and monitoring involve national government agencies, state universities and colleges (SUCs), government-owned and controlled corporations (GOCCs), government financial institutions (GFIs), other government corporate entities (OGCEs) and their subsidiaries, local government units (LGUs), and other instrumentalities under the Executive Department and other major stakeholders.

The National Economic and Development Authority (NEDA) is tasked with coordinating and monitoring the implementation of the MTPDP.

The NEDA Director-General is authorized, upon consultation with the President, to issue memoranda, circulars, or other orders necessary for the coordination, monitoring, assessment, and updating of the MTPDP. The Director-General may also create appropriate inter-agency committees as needed.

The Department of Budget and Management (DBM) shall provide the necessary budgetary support for the implementation, assessment, and updating of the MTPDP, and for the formulation, implementation, assessment, and updating of the Medium-Term Philippine Investment Program (MTPIP), subject to usual accounting and auditing requirements.

The Cabinet Clusters that endorsed the MTPDP are the Cabinet Cluster on Security, Cabinet Cluster on Economy, and Cabinet Cluster on Poverty Alleviation.

The order took effect immediately upon its issuance on December 7, 2004.

The MTPIP 2005-2010 is the accompanying investment program to the MTPDP, reflecting the projects and investments aligned with the development framework to be implemented, assessed, and updated alongside the MTPDP.
