It establishes rules, approves plans and budgets, manages federation funds, and oversees general governance subject to the Secretary of National Defense.

The Federation is under the control and supervision of the Secretary of National Defense. All decisions of the Federation and Supreme Council are subject to the Secretary's approval.

The Federation President exercises general supervision over the Federation's business, employees and property; implements orders of the assembly and Supreme Council; submits annual reports and budgets; reports to the Supreme Council; and performs other duties prescribed by the Council.

The Federation's revenues come from membership dues collected through pension deductions, donations, income from properties and businesses, and other lawful sources.
