Question & AnswerQ&A (EXECUTIVE ORDER NO. 142)
Executive Order No. 142 concerns the annexation of a portion of the territory of the Municipality of Dinaig in the Province of Cotabato to the newly created Municipality of Upi in the same province.
The Executive Order No. 142 was signed by President Ramon Magsaysay.
The annexation was carried out pursuant to the provisions of section 68 of the Revised Administrative Code.
The annexation affects certain named places or barrios segregated from the Municipality of Dinaig, including Nuro, Bungkog, Tinungcaan, Kibucay, Pura, Renebe, and others totaling 42 named barrios.
The Order specifies the boundary line separating the municipality of Upi from Dinaig by describing a line from Manangula Point on the seacoast, an imaginary line to kilometer post No. 174 on Cotabato-Nuro road, then to where Cefaran Creek crosses Nuro-Dalican road, and finally to the point where the boundary of Lebak and Datu Piang municipalities meets the southern boundary of Dinaig.
The Order took effect immediately upon its issuance on December 16, 1955.
The annexation was recommended by the Provincial Board of Cotabato.
Naming the barrios clearly identifies the exact portions of the territory being segregated from Dinaig and annexed to Upi, providing legal clarity over territorial jurisdiction.
The annexation increases the territorial jurisdiction of the municipality of Upi by adding the named barrios previously under Dinaig.
