Amendments to existing Philippine laws require individuals applying for firearm licenses to provide security in the form of a bond or cash deposit, while also introducing reduced fees for members of accredited gun clubs.

Questions (Commonwealth Act No. 195)

To amend (1) Section 887 of Act No. 2711 (Revised Administrative Code) on the requirements for obtaining a firearms license for personal use, and (2) Section 3 of Act No. 397 on firearms license fees.

Any person desiring to possess one or more firearms for personal protection, or for use in hunting or other lawful purposes only, and ammunition thereof.

For security, the applicant must deposit a U.S. or Philippine Government bond, or make a cash deposit in the Postal Savings Bank, or give a personal or property bond, as provided.

Forty pesos for each firearm covered by the license application.

The deposit is required to bear no interest.

One hundred pesos for each firearm, payable to the Government of the Philippines.

It must be either (1) a personal or property bond signed by two persons, or (2) a bond by a surety company, in a form prescribed by the President.

Existing bonds upon approval of the Act shall continue as they are, or at the option of the interested party, may be renewed in accordance with the provisions of the Act.

Bona fide and active members of duly organized gun clubs accredited by the Chief of Staff of the Philippine Army.

Initial fee: P10.00 per shotgun; Annual fee: P5.00 per shotgun.

Initial fee: P15.00 per high-power rifle; Annual fee: P5.00 per high-power rifle.

For each revolver (except caliber .22 revolvers): Initial fee P10.00; Annual fee P5.00.

Initial fee P10.00 and Annual fee P5.00 for each rifle held on license, except caliber .22 rifles.

They pay an initial fee of five pesos and an annual fee of two pesos for each firearm held on license, with caliber .22 revolvers or rifles being “exempted therefrom” (i.e., not subject to those reduced gun-club fees).
