The main purpose of Act No. 1671 is to amend Act No. 345 to designate election days as public holidays in the Philippine Islands.

Public holidays include Sunday, January 1, February 22, Thursday and Friday of Holy Week, May 30 (Memorial Day for US soldiers and sailors), July 4, August 13, Thanksgiving Day, December 25, December 30, July 30, 1907, and the first Tuesday after the first Monday of November in odd-numbered years, plus other days proclaimed under section 2.

Notes, drafts, checks, or other commercial or negotiable paper maturing on a public holiday will be deemed as having matured on the preceding day that is not a public holiday.

If the preceding day is also a public holiday, commercial paper maturing on such days is deemed to have matured on the last preceding day which is not a public holiday.

The Governor-General has the discretion to proclaim specially designated election days as public holidays within the district or province where the special election is held.

Public holidays are not recognized as days for the presentation for payment or acceptance, and thus the maturity of such instruments on a public holiday is considered as falling on the preceding business day.

Election day public holidays apply only in those provinces and assembly districts where elections are held under Act No. 1582.

May 30 is Memorial Day in honor of United States soldiers and sailors who gave their lives for their country.

The first day of each week (Sunday) and the Thursday and Friday of Holy Week are designated as public holidays with religious significance.

Act No. 1671 took effect immediately upon its passage on July 9, 1907.
