Section forty-four of Act Numbered One hundred and thirty-six is repealed by Act No. 523.

The legislative body of the Islands, the Chief Executive, the heads of the four Executive Departments, the Chiefs of the Bureaus organized thereunder, the trustee of any Government institution, and any provincial fiscal may request written legal opinions from the Attorney-General.

The Attorney-General shall edit or cause to be edited the valuable opinions under the supervision of the Secretary of Finance and Justice. These opinions shall be printed in English and Spanish in volumes containing no less than 750 pages, with proper headnotes, index, and footnotes, and distributed to various officials and libraries as public property.

Five hundred copies of the volumes shall be printed in English and Spanish languages.

The Secretary of Finance and Justice fixes the price per copy, and the proceeds from the sale are covered into the general funds of the Insular Treasury.

There shall be five assistant attorneys appointed by the Civil Governor with the advice and consent of the Philippine Commission.

The salaries are: one at $2,400 per annum, one at $2,250, two at $1,800 each, and one at $1,600 per annum.

The Attorney-General may employ special assistant attorneys and counselors at law whenever he believes the public interest requires it, upon approval of the Secretary of Finance and Justice.

They shall receive actual and necessary traveling expenses incurred in the performance of their duties in addition to their agreed compensation.

After appointing the assistant attorney with a salary of $2,250, the Attorney-General shall not employ any employee of class four as provided by Act Numbered Four hundred and ninety.
