Municipal Reduction in Samar Province
Law
Act No. 960
Decision Date
Oct 23, 1903
A Philippine law enacted in 1903 aims to reduce the number of municipalities in the Province of Samar from forty-three to twenty-five, specifying the reduction of municipalities, addressing municipal elections and abolishment of offices, and expediting the enactment process.

Questions (Act No. 960)

It reduces the forty-three municipalities of the Province of Samar to twenty-five, redefining municipal boundaries and, in some cases, transferring territory and changing municipal names.

Catbalogan will include its existing territory plus the territories of Jiabong and Tarangnan (including their barrios and adjacent islands), except specific Tarangnan barrios (Bangon, Pagsanhan, San Luis, Pagui, Caloniogan). The municipal seat remains at present Catbalogan.

The barrios of Tarangnan known as Bangon, Pagsanhan, San Luis, Pagui, and Caloniogan are excluded from Catbalogan.

Gandara consists of its present territory plus the excluded barrios (Bangon, Pagsanhan, San Luis, Pagui, Caloniogan) that are in Tarangnan. Its municipal seat is at present Gandara.

Paranas will consist of its existing territory plus the municipalities of Motiong and San Sebastian. Its seat remains at present Paranas, but it is under the denomination (name) of the municipality of Wright.

Some municipalities preserve their present boundaries (e.g., Santo Niño, Almagro, Oquendo, Capul, Lavezares, Pambujan, Lao-ang, Catubig, Palapag, Oras, Borongan, Balangiga, and others as specified).

Basey includes its existing territory plus that part of present Santa Rita on the left bank of the Silanga River.

Villarreal consists of its present territory except the barrio of Iquiran, plus that part of present Santa Rita on the right bank of the Silanga River. The barrio of Iquiran is excluded from Villarreal.

Zumarraga includes its existing territory plus the barrio of Iquiran, which is in the present municipality of Villarreal.

Section 2 states municipal elections in specified new municipalities will be held under Act No. 730, as amended by Act No. 928.

After new officials are elected and have qualified, the present organization of each specified existing municipality is abolished. Offices are vacant and abolished; current officials cease holding office as soon as the new officials take the oath.

No. Until elected officials for the new municipalities qualify, the present organization of existing municipalities continues. Also, Section 2 lists certain municipalities/paragraphs whose present organization is not automatically abolished in the same manner.

Section 3, which invokes Section 2 of 'An Act prescribing the order of procedure by the Commission in the enactment of laws,' passed Sept. 26, 1900.

It takes effect on its passage (Section 4).
