The committee is composed of the provincial governor of Bulacan, the district engineer, the municipal president of San Miguel de Mayumo, and two other members appointed by the Governor-General. Vacancies are filled by appointment by the Governor-General.

The committee can make improvements, provide necessary plans, trace new streets, extend existing streets, make agreements with property owners, and if necessary, exercise expropriation powers as per Act Numbered Thirteen hundred and ninety-three, subject to Governor-General's approval.

The wagon roads connecting Baliuag to San Miguel, and San Miguel de Mayumo to Sibul are under the committee's control for construction and maintenance, using funds appropriated by this Act, provided the provincial board of Bulacan passes a resolution and the Governor-General approves guaranteeing the construction and maintenance of the wagon road connecting Baliuag with Polo.

A total of one hundred thousand pesos is appropriated, which includes fifty thousand pesos from Insular funds plus unexpended balances from previous appropriations and an additional fifty thousand pesos at the Governor-General's disposal. Sixty thousand pesos is for the construction of the sanitarium, and forty thousand pesos for other improvements.

This Act takes effect upon its passage, in accordance with section one of Act Numbered Nineteen hundred and forty-five.
