The main purpose of Act No. 1981 is to provide for the establishment of a sanitarium at Sibul, San Miguel de Mayumo, Province of Bulacan, to provide and maintain adequate health services and accommodations for public officials and private parties.
The Consulting Architect is responsible for preparing the plans for the sanitarium, subject to the recommendations of the appointed committee and approval by the Secretary of the Interior.
The Director of Health is tasked with selecting the site for the sanitarium.
The resident physician shall manage the bathing establishment, give advice and gratuitous attendance to indigent sick, oversee the sanitarium, designate duties to employees, manage sanitarium properties, and handle medicines sent by the Director of Health.
The salary of the resident physician shall not exceed four thousand pesos per annum.
The proceeds, including a minimum charge of fifty centavos for filling prescriptions, and all other funds received under the Act must be covered into the Insular Treasury by the physician in charge.
Immediate improvements include straightening out the esteros, construction of the central park, public lavatory and closet, opening and construction of streets, and erection of the pavilion near the entrance of the bathing establishment.
The committee is composed of the provincial governor of Bulacan, the district engineer, the municipal president of San Miguel de Mayumo, and two other members appointed by the Governor-General. Vacancies are filled by appointment by the Governor-General.
The committee can make improvements, provide necessary plans, trace new streets, extend existing streets, make agreements with property owners, and if necessary, exercise expropriation powers as per Act Numbered Thirteen hundred and ninety-three, subject to Governor-General's approval.
The wagon roads connecting Baliuag to San Miguel, and San Miguel de Mayumo to Sibul are under the committee's control for construction and maintenance, using funds appropriated by this Act, provided the provincial board of Bulacan passes a resolution and the Governor-General approves guaranteeing the construction and maintenance of the wagon road connecting Baliuag with Polo.
A total of one hundred thousand pesos is appropriated, which includes fifty thousand pesos from Insular funds plus unexpended balances from previous appropriations and an additional fifty thousand pesos at the Governor-General's disposal. Sixty thousand pesos is for the construction of the sanitarium, and forty thousand pesos for other improvements.
This Act takes effect upon its passage, in accordance with section one of Act Numbered Nineteen hundred and forty-five.
