Republic Act No. 11766 amends sections of Republic Act No. 10591 to allow the Chief of the Philippine National Police to issue permits to carry firearms outside of residence to qualified individuals facing threats, and requires the renewal of firearm licenses and registrations every five or ten years.

The permit to carry firearms outside of residence or place of business is valid for two (2) years from the date of the approval of the application, unless sooner revoked or suspended.

The Chief of the Philippine National Police (PNP) or a duly authorized representative has the authority to sign the permit.

The applicant must prove an actual threat to life by submitting a threat assessment certificate issued by the appropriate PNP unit within fifteen (15) days.

The following persons are exempted: Members of the Philippine Bar, Certified Public Accountants, Accredited Media Practitioners, Cashiers and Bank Tellers, Priests, Ministers, Rabbi, Imams, Physicians and Nurses, Engineers, Businessmen exposed to high risk, Elected incumbent and former officials, and Active and retired military and law enforcement personnel.

Licenses and registrations may be renewed every five (5) years or ten (10) years, at the option of the licensee, reckoned from the birthdate of the licensee.

Failure to renew the license or registration on or before its expiration causes revocation of the license and firearm registration. The firearm shall be confiscated or forfeited to the government after due process.

Repeated failure to renew a license or registration on two occasions results in perpetual disqualification from applying for any firearm license.

The renewal application may be submitted to the Firearms and Explosives Office (FEO) of the PNP within six (6) months before the date of expiration.

The Chief of the PNP must formulate the implementing rules and regulations within ninety (90) days from the effectivity of the Act.

No, the non-issuance of the implementing rules and regulations does not prevent the implementation of the Act upon its effectivity.
