The initial funding will be charged against the current year's budget of the National Commission for Culture and the Arts (NCCA).

Within sixty (60) days from the effectivity of the Act, the NCCA, in coordination with the Provincial Government of Kalinga and other concerned agencies and private stakeholders, shall promulgate the necessary rules and regulations.

It takes effect fifteen (15) days after its publication in the Official Gazette or in a newspaper of general circulation, regardless of the issuance of implementing rules and regulations.

It aims to collect and preserve musical notes, lyrics, traditional and contemporary music compositions, literary works, epics, stories, historical accounts, film/audio-visual recordings, epigrams, proverbs, legends, religious practices, photographs, archaeological specimens, geological materials, and samples of flora and fauna indigenous to Kalinga.
