The main purpose of Republic Act No. 11776 is to establish a multi-species marine hatchery in the City of Calbayog, Province of Samar, under the supervision of the Bureau of Fisheries and Aquatic Resources of the Department of Agriculture (BFAR-DA).
The Bureau of Fisheries and Aquatic Resources of the Department of Agriculture (BFAR-DA) is responsible for supervising the multi-species marine hatchery.
BFAR-DA must conduct a full-scale feasibility study in support of the construction of the multi-species marine hatchery to comply with the requirements of the Department of Budget and Management.
Within two (2) years after the construction of the hatchery, BFAR-DA shall transfer its management to the local government of the City of Calbayog through a memorandum of agreement.
The local government of Calbayog will eventually manage the hatchery after the two-year phasing-in period and is also responsible for setting aside funds from available local revenue for the operationalization of the hatchery.
BFAR-DA shall implement a training and phasing-in program for local government personnel on the management and operation of the hatchery.
BFAR-DA must conduct continuing research and experimentation on the breeding and production of marine species to discover new methods and technologies that will enhance the fishing industry.
The funding shall be included in the Department of Agriculture's programs and in the General Appropriations Act, while the local government shall allocate funds from its local revenue as deemed appropriate.
The Act took effect fifteen (15) days after its publication in the Official Gazette or in a newspaper of general circulation after its lapse into law on May 27, 2022.
