Republic Act No. 10409 declares the province of Biliran in the Philippines as a Tourism Development Area, aiming to promote sustainable and equitable tourism in specific municipalities and areas, with the establishment of a Trust Fund to finance tourism projects and the involvement of the Department of Tourism and Department of Environment and Natural Resources in its implementation.

The TDAs include, but are not limited to, the Higatangan Island, Sambawan Island, the Mangrove Area of Looc known as Cabucgayan Boardwalk, Casabangan Falls, Tinago Falls, and Bagongbong Falls, all located within various municipalities in the Province of Biliran.

The Department of Tourism (DOT), along with the Local Government and Provincial Tourism Council of Biliran, is responsible for incorporation and joint implementation.

Republic Act No. 7586, also known as the National Integrated Protected Areas System Act of 1992, must be considered.

It is established to finance projects that enhance tourism in the Province of Biliran.

Income is derived from visitor fees, fees from permitted sale and export of flora and fauna, proceeds from registration and lease of multiple-use areas including tourism concessions, fees and contributions from benefiting industries and facilities, and grants, donations, or endowments from domestic or foreign entities and individuals.

The Trust Fund shall not be used to cover personal services expenditures.

The Secretary of the Department of Tourism, together with the Secretary of the Department of Environment and Natural Resources (DENR), in consultation with stakeholders.

It takes effect fifteen (15) days after its complete publication in the Official Gazette or in a national newspaper of general circulation.
