The funds necessary for the operation of the newly created courts shall be appropriated and released only upon the actual organization of the courts and the appointment of their personnel.

Section 14(e) and Section 29 of Batas Pambansa Blg. 129 are amended by this Act.

All laws, rules, and regulations inconsistent with this Act are amended, repealed, or modified accordingly.
