The Province of Dinagat Islands consists of the municipalities of Basilica, Cagdianao, Dinagat, Libjo (Albor), Loreto, San Jose, and Tubajon.

The capital town and seat of the government is the Municipality of San Jose.

The province has perpetual succession, can sue and be sued, use a corporate seal, acquire and convey property, enter into contracts and agreements, and exercise other powers subject to law.

Elective provincial officials include the governor, vice governor, members of the sangguniang panlalawigan, provincial treasurer, assessor, budget officer, planning and development coordinator, engineer, health officer, civil registrar, administrator, legal officer, agriculturist, social and welfare development officer, environment and natural resources officer, veterinarian, general services officer, cooperatives officer, and provincial accountant.

The governor exercises general supervision and control over provincial programs, formulates policies, appoints officials, represents the province in transactions, enforces laws, and ensures effective delivery of services among others, pursuant to the Local Government Code of 1991.

The vice governor assumes the position. If the vice governor refuses, the highest ranking sangguniang panlalawigan member becomes governor. Ranking is based on proportion of votes obtained.

It includes the provincial vice governor as presiding officer, regular sangguniang panlalawigan members, presidents of the provincial chapters of barangay, Sangguniang Kabataan, provincial federation of councilors, and three sectoral representatives from women, agricultural/industrial workers, and other sectors.

It has powers to enact ordinances, approve resolutions, levy taxes, grant franchises, regulate local businesses and property use, protect the environment, maintain peace and order, and appropriate funds for general welfare as provided under the Local Government Code.

Every ordinance passed by the sangguniang panlalawigan is presented to the governor, who may approve by signing or veto with written grounds. A vetoed ordinance can be overridden by a two-thirds vote of the sangguniang panlalawigan members.
