MWD is a public corporation created to provide adequate water supply and sewerage service, placed under the control, direction, and general supervision of the Secretary of the Interior.
All territory within the boundaries of the City of Manila and nearby municipalities: Montalban, San Mateo, Mariquina, Pasig, Pateros, San Pedro Macati, San Juan del Monte, San Felipe Neri, Caloocan, Malabon, Navotas, Pasay, and Parañaque.

Yes. MWD may exercise the right of eminent domain for purposes for which it was created, in the manner provided by law for condemnation proceedings by insular, provincial, and municipal governments.
Penalties may not exceed Two Hundred Pesos per violation or six months imprisonment, or both, in the discretion of the court.
Bonded indebtedness of all classes shall not at any time exceed Twelve Million Pesos, in addition to the bonds mentioned in Section 8.
The Government of the Philippine Islands guarantees payment of principal and interest; if MWD fails, the Government pays from appropriated general funds. Amounts paid must be refunded by MWD; if not refunded within thirty days, the Collector of Internal Revenue (as to Manila) and the provincial treasurer of Rizal (for the other municipalities) may retain from local revenues the needed sums to ensure collection.
A sinking fund ensures bond redemption payments; its total at each annual due date must equal a specified annuity computation per million pesos outstanding, with 3.5% interest. The sinking funds are under the custody of the Insular Treasurer, who invests them subject to approval of the District Board and the Secretary of Finance.
It includes: the Mayor of the City of Manila (president of the Board); the president of the Municipal Board of Manila; the Governor of the Province of Rizal; the Director of Public Works; and three taxpayers of the district appointed by the Governor-General with consent of the Senate.
