Republic Act No. 9312. The Eastern Samar State College (ESSC) was converted into the Eastern Samar State University (ESSU).
The Maydolong National Agricultural School in the Municipality of Maydolong, Province of Eastern Samar.
In Borongan, Eastern Samar.
To primarily provide advanced education, higher technological, professional instruction and training in specified fields; to promote research and extension services; and to provide progressive leadership in its areas of specialization.
Industry, computer and information technology, forestry and environmental sciences, agriculture and veterinary medicine, fishery, medicine and related sciences, engineering, education, law, arts and sciences, and other related fields of study.
The existing high school(s) shall be transferred to the jurisdiction and supervision of the Department of Education, but may remain and operate within the university campus until the existing students complete their high school education; the university may also operate a reasonably-sized laboratory school if it has a College of Education.
The Board of Regents and the University President. Administration and exercise of corporate powers are vested exclusively in the Board of Regents and the president.
Examples: (1) Chairperson of CHED (Chairperson of the Board); (2) President of the University (Vice Chairperson); (3) Chairperson, Senate Committee on Education, Arts and Culture; (4) Chairperson, House Committee on Higher and Technical Education; (5) Regional Director of NEDA; (6) Regional Director of DOST; plus faculty, student, alumni federation presidents, and two private sector prominent citizens.
They are appointed by the Board from a list of at least five persons qualified in Eastern Samar, recommended by a search committee constituted by the University President in consultation with CHED and other Board members; term is two (2) years from date of appointment.
Quorum is a majority of all members holding office, with the Chairperson or the University President present. If the CHED Chairperson is absent, a designated CHED commissioner represents him/her; during such meeting, the University President as Vice Chairperson presides (with an additional proviso allowing CHED Chairperson to designate a CHED commissioner as regular Chair/presiding officer).
Appointed by the Board upon recommendation of a duly constituted search committee, subject to Board guidelines/standards. Term is four (4) years, eligible for reappointment for another term; the incumbent ESSC president, if qualified, becomes the first president to ensure smooth transition.
The incumbent president of the Eastern Samar State College, if qualified, shall serve as the first president of the University.
It implements board-approved policies on administration, management, and development planning. It consists of the University President as chairperson, vice presidents, deans, directors, and other officials of equal rank.
To review and recommend curricular offerings and rules of discipline (for Board approval), fix requirements for admission and graduation (subject to Board review/approval), and formulate disciplinary and academic policies/rules for students subject to Board approval.
No religious opinion/affiliation, political beliefs, gender preference, cultural/community affiliation, or ethnic origin shall be a matter of inquiry in faculty appointments; appointments are subject to Board guidelines/qualifications/standards; and no faculty member shall teach for or against any particular church or religious sect.
It provides that the university enjoys academic freedom and institutional autonomy pursuant to Article XIV, Section 5(2) of the Constitution.
All assets (real and personal), personnel, and records of the Eastern Samar State College and Maydolong National Agricultural School, as well as liabilities/obligations, are transferred to the university; personnel rights and security of tenure under existing laws are respected.
Government parcels of land occupied by the former schools are declared property of the ESSU and shall be titled under its name; if the university ceases to exist or is abolished or the parcels are no longer needed, they revert to the Province of Eastern Samar.
Submit a five-year development plan with corresponding program budget to CHED (for recommendation to DBM); undergo a management audit in cooperation with CHED; and set up its organizational, administrative, and academic structure including appointment of key officials.
