The main purpose of Republic Act No. 8478 is to constitute the second representative district of the Province of Northern Samar into a separate highway engineering district and appropriate funds for its establishment and operation.
The municipalities are Catubig, Gamay, Laoang, Lapinig, Las Navas, Mapanas, Palapag, Pambujan, San Roque, and Silvino Lobos.
