It appropriates funds to extend the facilities of free elementary (elemental) instruction to all children of school age in the Philippines (then referred to as the Archipelago).
Thirty million seven hundred and five thousand eight hundred and twenty-four pesos (₱30,705,824).
It appropriated the amount out of any funds in the Insular Treasury not otherwise appropriated.

Portions of the appropriation are made available on January 1 of: 1919, 1920, 1921, 1922, and 1923, with specified amounts for each date.

It provides that the sums shall be in addition to annual appropriations for the Bureau of Education and shall be expended with the approval of the Council of State; it does not limit them exclusively beyond that context.
They must be expended with the approval of the Council of State.
Unexpended balances at the end of each of the specified years shall revert to the general funds of the Insular Treasury.
They are intended to supplement: “in addition to” the sums appropriated in the annual appropriations for the Bureau of Education.
