The City Mayor shall hold office for a term of four years.
The person must be at least thirty years old, a resident of the city for the last two years prior to the election, and a qualified voter in the city.
The City Vice-Mayor is chosen in the same manner as the City Mayor and must possess the same qualifications as that of the City Mayor.
The councilor who obtained the highest number of votes during the election for members of the City Council shall perform the duties and powers of the City Mayor.
The City Mayor shall receive a compensation of not less than twelve thousand six hundred pesos per annum plus a commutable allowance not exceeding six thousand pesos per annum.
The City Mayor appoints the Secretary who shall have the rank of a department head in the city government.
The President of the Philippines, with the consent of the Commission on Appointments, appoints these officers.
The City Judge shall receive a salary of not less than eighteen thousand six hundred pesos per annum.
They shall be awarded by the City Mayor to the lowest responsible bidder after public advertisement of at least ten days, except when executed by administration with approval of the Secretary of Public Works and Communications upon recommendation of the City Mayor and city engineer.
The city shall receive shares as if it were both a municipality and a regularly organized province, and its share from the regular internal revenue allotment shall not be less than the amount credited to it as of June 30, 1971, or the amount as of the end of the previous fiscal year, whichever is larger.
