Q&A (Republic Act No. 4777)

The primary purpose is to amend Sections Two and Four of Republic Act No. 3655, which created the Hundred Islands Conservation and Development Authority, defining its powers, duties, responsibilities, and provisions related to funding and governance.

The governing body is composed of the Secretary of Public Works and Communications as chairman, and members including the Commissioner of Tourism, the Fisheries Commissioner, the Director of Plant Industry, and the District Engineer of Pangasinan.

The last three members serve simultaneously as Directors of Park Resources Conservation, Horticulture, and Development, respectively.

The governing body is entrusted with the administration of the Authority's domain, empowered to appoint its staff and personnel, and to provide its own rules for the conduct of its business.

The total appropriated amount is five hundred thousand pesos out of the National Treasury funds for use in fiscal year 1963-1964, with the same amount appropriated annually for the next succeeding three years.

Not more than two hundred thousand pesos of the appropriated funds may be used to asphalt or pave with concrete portions of the Tarlac-Pangasinan and Pangasinan-Zambales Roads, including the Poblacion-Lucap Road leading to Lucap, Alaminos.

The initial sum may be advanced from any immediately disposable government fund and must be replaced as soon as the appropriation becomes available.

Revenue shall be divided as follows: fifty percent for the Authority's work of maintenance, conservation, and development; twenty-five percent for the provincial government of Pangasinan; and twenty-five percent to be distributed among the municipalities bordering the foreshore area in proportion to their respective shorelines.

Municipalities bordering the foreshore area within the Authority's jurisdiction benefit, receiving shares proportional to the length of their shorelines included in the area.

The Act took effect upon its approval on June 18, 1966.
