The purpose of Executive Order No. 683 is to further amend Executive Order No. 31, as amended, to include other local government officials who are entitled to use motor vehicles or other means of transportation for official purposes to ensure effective supervision, inspection, or investigation related to their official functions or business.
Executive Order No. 683 further amends Executive Order No. 31, series of 1954, as amended by Executive Order No. 638.
The Sangguniang Panlalawigan, Sangguniang Panlungsod, or Sangguniang Bayan may authorize such use, subject to the approval of the Ministers concerned.
The reimbursement rate is sixty-five centavos (P0.65) for each kilometer of travel in the case of automobiles and jeeps for official business.
The maximum monthly allowance is P350 for Provincial Governors, City Mayors, and Provincial and City Engineers in such areas.
Other provincial and city officials who are determined by the Joint Commission on Local Government Personnel Administration, upon recommendation of the local chief executive, to be of equivalent rank to Provincial and City Treasurers are included under this category.
The Executive Order classifies them into four groups based on the kilometers of designated first and second class roads connected with the provincial capital, city or municipality: (A) 350 km or more, (B) 200 to less than 350 km, (C) 150 to less than 200 km, and (D) 75 to less than 150 km.
The Joint Commission on Local Government Personnel Administration determines these officials upon recommendation of the local chief executive concerned.
All inconsistent or contrary rules and regulations or parts thereof are repealed, amended, and/or modified accordingly.
Executive Order No. 683 took effect immediately upon its issuance on May 4, 1981.
