The mayor shall receive a salary of ten thousand pesos a year.

The city council regulates and fixes license fees for hawkers, peddlers, auctioneers, plumbers, barbers, embalmers, collecting agencies, mercantile agencies, shipping and intelligence offices, private detective agencies, advertising agencies, massagists, tattooers, jugglers, acrobats, hotels, clubs, restaurants, boarding houses, public billiard tables, laundries, public warehouses, dance halls, cabarets, circuses, public vehicles, race tracks, bowling alleys, shooting galleries, pawnshops, brewing and distilling establishments, money changers, public ferries, and many other similar businesses and amusement places, including sugar centrals, rice mills, theaters, and retail dealers.

There shall be two judges and two auxiliary judges appointed to the City Court of Bacolod.

The City Court has the same powers, duties, and jurisdiction as municipal judges and auxiliary municipal judges and has territorial jurisdiction over the entire police zone of Bacolod city. It has concurrent jurisdiction with the Court of First Instance of the Province of Occidental Negros and municipal courts to try crimes and misdemeanors committed within the police zone.

The clerk, who is also the sheriff of the city, keeps the seal of the court, dockets trials, administers oaths, maintains records of cases, and has the powers and duties assigned to provincial sheriffs by existing laws.

The city attorney is the chief legal adviser of the city; represents the city in civil cases; drafts legal documents; investigates misconduct of city officials; institutes suits on behalf of the city; prosecutes and defends civil and criminal actions including city ordinance violations; and performs duties similar to those enjoined upon provincial fiscals.

Each shall receive a salary of seven thousand two hundred pesos per annum.

In case of failure to appropriate funds for salaries, the salaries fixed in the preceding fiscal year shall be paid without the necessity of further appropriation.

Yes, despite provisions in other Commonwealth Acts, Bacolod shall have its own city attorney and city engineer.
