It is issued by the Department of Health (DOH) pursuant to Presidential Decree (PD) 856 (Sanitation Code of the Philippines), to strengthen the Implementing Rules and Regulations of Chapter XX (Pollution of the Environment).
To add definitions of certain technical terms under Section 2 of PD 856, clarifying technical words used in the law and identifying the bureau responsible for enforcement under the DOH.
They are restrictions on the effects of exposure to time-varying electric, magnetic, and electromagnetic fields, based directly on established health effects.

Reference levels are exposure levels that are more practical to measure and are derived from basic restrictions; compliance with reference levels ensures compliance with basic restrictions.

Electric Field Strength (E) is force per unit electric charge at a point, measured in volts per meter (V/m). Magnetic Field Strength (H) specifies a magnetic field and is measured in amperes per meter (A/m).
It is a vector field quantity resulting in a force on moving charges; symbol is B and unit is tesla (T).
Under Section 7.3.1a, all overhead and underground transmission and distribution lines must conform with the appropriate provisions of the latest edition of the Philippine Electrical Code (Part 2).
Overhead and underground transmission and distribution lines shall not exceed the reference levels of exposure shown in the tables (for occupational exposure and for general public exposure).
For occupational exposure at 60 Hz: E-field strength = 8,333.33 V/m; H-field strength = 333.33 A/m; B-field (AT) = 416.67.
For general public exposure at 60 Hz: E-field strength = 4,166.67 V/m; H-field strength = 66.67 A/m; B-field (AT) = 83.33.
The ICNIRP Guidelines (Guidelines for limiting exposure to time varying electric, magnetic, and electromagnetic fields up to 300 GHz).
It states that the provisions of P.D. 480 and P.D. 1372 and the applicable rules and regulations of the Radiation Health Service (now named BHDT) shall be applied and enforced.
It takes effect 15 days after publication in the Official Gazette or in a newspaper of general circulation.
Other provisions not affected by the amendment remain in effect; only the specified provisions (Section 2 definitions and the specified subsections of Section 7.3) are amended.
