Decision Date
Oct 10, 2000
The PHILRACOM Board has amended Section 109 of the Horseracing Rules, significantly increasing penalties for jockeys' infractions, including weight reporting, race participation limits, and conduct during races, to enhance accountability and integrity in the sport.

Questions (KKP Notice)

It announces PHILRACOM Board-approved amendments to Section 109 (Acts and/or Omissions by Jockeys), adjusting the penalty schedule in line with the then current race scheduling system.

The amendment changes the suspension from at least two (2) racing days to at least one (1) racing week for failure to report excess in assigned weight.

The thresholds increase (from more than 8 weekend races / more than 5 night rides to more than 10 weekend races / more than 8 night rides), while the penalty is reduced in terms of duration (from at least five (5) racing days to at least one (1) racing week), with the fine of P500 still available at the Board of Stewards’ discretion.

It increases monetary consequences and changes suspension: from at least five (5) racing days or P200 to at least one (1) racing week or P500 (with the amendment expressly stating the new penalty).

It reduces the suspension minimum from at least two (2) racing days to at least one (1) racing week, while keeping the option of a P500 fine at the Board of Stewards’ discretion.

The amendment lowers the suspension minimum from at least two (2) racing days (or P100) to at least one (1) racing week (or P500 at the Stewards’ discretion).

The amendment reduces the minimum suspension from at least ten (10) racing days to at least two (2) racing weeks.

The amendment changes fines and suspension outcomes: first offense becomes P200 (instead of P100), second offense becomes P500 (instead of P200), and the third and succeeding offense changes from a suspension of five racing days to a suspension of one (1) racing day.

It increases the minimum ‘racing weeks’ requirement: from indefinite suspension but not less than one (1) month, or fine not less than P1,000, or both to indefinite suspension but not less than four (4) racing weeks (or fine not less than P1,000, or both).

It substantially increases fines and adjusts suspension terms, including a highest offense of six (6) months suspension (old) being replaced by a much longer ‘twenty-six (26) racing weeks’ suspension (new). It also clarifies that the above suspension counts on a per-ride basis and includes a ‘clean slate’ if no overweight violation occurs within 12 months after serving suspension.

If a jockey is scratched multiple times in a single racing day due to overweight, the suspension is counted as equivalent to multiple offenses—i.e., each scratch equals an additional offense.

It increases the whip penalty fine from P100 to P500, stated to accrue to PHILRACOM.

The minimum and maximum change from five (5) to forty (40) racing days (old) to one (1) racing week to ten (10) racing weeks (new).

It reduces/adjusts the minimum from ten (10) racing days (or P600 fine) to two (2) racing weeks (or P1,000 fine), with either or both depending on the Board of Stewards’ discretion.

It changes from a minimum fine of P100 to a minimum fine of P500, accruing to PHILRACOM.

The amendment reduces the minimum suspension from at least ten (10) racing days to at least two (2) racing weeks.

It upgrades the suspension timeline: a minimum of one (1) year or banning remains for finishing first, and a suspension of at least twenty-six (26) racing weeks is imposed for having less weight after the race when the jockey finished first, second, third, or fourth.

It reduces the minimum suspension from at least forty (40) racing days to at least ten (10) racing weeks.

(a) Disorderly conduct: reduced from at least twenty (20) racing days to at least five (5) racing weeks. (b) No mount: reduced from at least forty (40) racing days to at least ten (10) racing weeks; if already under suspension, an additional suspension is increased from six (6) months to twenty-six (26) racing weeks.
