The primary purpose of Act No. 3295 is to amend Section 534 of the Revised Administrative Code, providing for the registration of dead large cattle and the cancellation of the certificates of ownership and transfer of such cattle.

The municipal treasurer is responsible for keeping the record of all permits for slaughter issued and records of all cattle deaths he may be informed of.

The record must show the name and residence of the owner, the class, sex, age, brands, knots of radiated hair (remolinos or cowlicks), other marks of identification of the dead animal or the animal for which a slaughter permit is issued, and the date of death or the date the permit is issued.

The names of owners must be alphabetically arranged in the record.

It is the duty of the owner or manager to report the death to the municipal treasurer of the municipality where they reside or where the death occurred, within thirty days after being informed of the death, and surrender the certificate of ownership or transfer of the dead animal.

The municipal treasurer shall register the death of the animal in the record and cancel the certificates of ownership or transfer for the animal.

Any such document found in the possession of any person shall be seized and disposed of as prescribed in the Act.

The municipal treasurer must forward a copy of the record accompanied by the canceled certificates to the provincial treasurer every month.

The provincial treasurer shall file and properly index the records and canceled certificates under the name of the owner, including the dates of the deaths and the dates of the permits.

Act No. 3295 took effect upon its approval on December 2, 1926.
