Executive Order No. 280 amended the previous surveying and mapping system in the Philippines, adopting the Philippine Reference System of 1992 as the standard reference system for all surveys and maps in the country, with a transition period until 2005 for the integration of old surveys.

The Philippine Reference System of 1992 (PRS 92) is the newly adopted standard reference system for all surveying and mapping activities in the Philippines aimed at providing more accurate spatial positioning and addressing issues related to overlapping boundaries and land disputes.

Executive Order No. 45 dated January 05, 1993 adopted the Philippine Reference System of 1992 (PRS 92) as the standard reference system for all surveys and maps in the country.

PRS 92 was adopted due to the inability and inadequacy of the old system to meet demands for highly accurate surveying and mapping needed by the government, to solve overlapping boundaries, land disputes/conflicts, and other land problem issues.

The PRS 92 was designed to support sustainable management and development of Environment and Natural Resources, establish more accurate spatial positioning for infrastructure activities, and improve surveying and mapping accuracy.

The full implementation of PRS 92 by 2000 was considered impossible due to some unspecified constraints affecting the transition from the old surveying systems to the new standard.

Executive Order No. 280 amended Executive Order No. 45 to extend the transition period up to the year 2005 to allow the integration of old surveys before PRS 92 becomes the sole recognized standard reference system.

Starting from the year 2005, only PRS 92 shall be recognized as the standard reference system for all surveys and maps in the Philippines.

The order mandates the adoption and use of PRS 92 as the sole standard reference system for all surveying and mapping activities in the country after the transition period ends in 2005.

Executive Order No. 280 took effect immediately upon its signing on August 14, 2000.
