Executive Order No. 358 amends Executive Order No. 232 to include the Executive Secretary or his representative as a member of the Presidential Development Budget Committee.

Q&A (EXECUTIVE ORDER NO. 358)

The main purpose of Executive Order No. 358 is to amend Executive Order No. 306, which revised Executive Order No. 73, series of 1936, concerning the establishment and classification of airports and landing fields in the Philippines.

The designation of the Cabanatuan Air Port in Nueva Ecija was changed from Commercial National Airport to Military National Airport.

The Cabanatuan Air Port shall remain open to civilian air traffic until such time as air traffic requires a separate commercial airport.

Commercial airplanes using the Cabanatuan Air Port must adhere to the rules and regulations prescribed by the Air Station Commander. These rules affecting civilian flying must be coordinated with those of the Bureau of Aeronautics.

Lingayen, Pangasinan was designated as a Commercial National Airport. Dadjangas, Cotabato and Mamburao, Mindoro were designated as National Emergency Landing Fields.

EO No. 358 amended Executive Order No. 306, dated October 21, 1940.

Executive Order No. 73, series of 1936 was revised by EO No. 306 and then amended by EO No. 358.

Executive Order No. 358 was signed by President Manuel L. Quezon and by Jorge B. Vargas, Secretary to the President.

The coordination ensures that rules and regulations affecting civilian flying at the military designated Cabanatuan Air Port are consistent with national aviation policies and safety standards set by the Bureau of Aeronautics.

It was enacted on August 4, 1941, under the authority of the Commonwealth of the Philippines.
