The legal basis for the passing grade prescribed by the PRC Board of Mechanical Engineering is found in C.A. No. 294 (Mechanical Engineering Law), as amended by R.A. No. 5336 and P.D. No. 223, with Section 6(g) of P.D. No. 223 authorizing the Board to determine the appropriate passing general rating if not provided in the law.
The original passing grade was a general average rating of at least 75% with no less than 60% in any subject.
The resolution amended Section 7 of the Rules and Regulations to lower the general passing average rating from 75% to 70% with no less than 50% in any subject.
The Board adopted the general passing average rating of 70% with no grade below 50% in any subject during the April 1991 Mechanical Engineering Licensure Examination.
An applicant who fails three times to pass the examination for the same grade is not allowed to take the examination again until at least one year has elapsed since the last examination.
The new general passing average rating and qualifying rating became enforceable starting with the October 1991 and subsequent Mechanical Engineering Licensure Examinations.
The amendment becomes effective after fifteen (15) days following the completion of its publication in the Official Gazette or any newspaper of general circulation.
Section 7 of the Rules and Regulations of the Board was amended.
The Board reasoned that equity, propriety, and uniformity dictate adopting the 70% passing average used in other Engineering Licensure Examinations, as it aligns with the technical difficulty of the Mechanical Engineering exam.
The resolution was adopted by Chairman Armando C. Pascual and Members Jesus M. Redelosa and Alfredo Y. Po, and approved by Commission Chairman Julio B. Francia Jr. and Members Mariano A. Mendieta and Hermogenes P. Pobre.
