The ordinance amends previous ordinances to require all existing and new business and occupational undertakings in Valenzuela City to secure a business and permit registration plate upon renewal or securing of business permits, and appropriates funds to support the Valenzuela Anti-Drug Abuse Council's programs.
Republic Act 7160, known as the Local Government Code of 1991, empowers local government units to create sources of revenue and levy taxes, fees, and charges.
For Big Scale Businesses, the cost is P300.00, and for Small Scale Businesses, it is P150.00, both for the business permit registration plate and yearly printed stickers.
The fee for the validation stickers is P150.00.
The income collected will be used to finance and support the Preventive Education, Trainings, Information Dissemination, and Rehabilitation Program of the Valenzuela Anti-Drug Abuse Council.

The ordinance shall take effect fifteen (15) days after its publication in a newspaper of general circulation.
