To amend Administrative Order No. 10, s. 2006 by adding/introducing policy guidelines and operational requirements for the conduct of studies/researches in DSWD offices, centers, and institutions, including procedures to facilitate appropriate actions.
It amends Administrative Order No. 10, series of 2006, specifically the policy guidelines for the conduct of studies/researches in DSWD offices, centers, and institutions.
A detailed research protocol must be submitted with the prescribed research request form, containing general and/or specific objectives, statement of the problem, background/significance, scope and limitation (de/limitation), and methodology.

They must be submitted directly to the Policy Development and Planning Bureau (PDPB) of the Central Office.
The PDPB must (1) review and assess proposals using the required information; and (2) prepare a recommendation for the Secretary’s consideration/approval using a checklist of requirements.
On its relevance to the Department’s current efforts in formulating new and improving existing social welfare and development policies, programs, and services.
(a) Prepare endorsements to the Field Offices concerned; and (b) consolidate reports from Field Offices regarding the inventory of approved and undertaken research proposals every semester.
The Planning Unit of the Field Office becomes responsible. It reviews and assesses the proposal using the required information, then prepares a recommendation using the checklist and endorses the proposal to the Central Office for Secretary approval.
It must prepare endorsements on approved research activities to appropriate centers/institutions or facilities in the region for coordination, and endorse terminal reports to the Office of the Secretary at the Central Office.
They must monitor researchers/students’ compliance with the operational guidelines, including ensuring submission of a terminal report after completion and fulfillment of research instruments and methods.
Researchers/students may seek advice from the PDPB at the CO or the Planning Unit at the FOs so research instruments, methods, and other salient areas can be redesigned/revised to comply with the Department’s conditions, and they may resubmit for further consideration.
They must submit reports to the PDPB every semester on the inventory of researches/studies conducted. The form must include titles of researches, proponents, methods employed, instruments used (e.g., interview, survey, questionnaires/tests with respondents/samples), date of completion, and remarks indicating compliance—especially the status of terminal report submission.
It takes effect immediately and supplements/amends the previous order pertinent thereto.
