Republic Act No. 9184 is commonly known as the Government Procurement Reform Act.
The revised IRR of RA 9184 took effect on 2 September 2009.
Section 63 of RA 9184 mandates the GPPB to formulate and amend the revised IRR and the corresponding standard forms for procurement.
Community Participation was included as a modality of Negotiated Procurement in the revised IRR-A.
Local community participation may be called for in the delivery of services where it is desirable for project sustainability or to achieve certain specific social objectives.
Before the amendment, Community Participation covered only the delivery of services.
After the amendment, Community Participation also covers the delivery of goods, including non-consulting services, and simple infrastructure projects.
The Government Procurement Policy Board (GPPB) approves the proposed procedures, specifications, and contract packaging.
The main objective is to promote project sustainability, achieve specific social objectives, and harmonize with procurement rules of Multilateral Development Partners.
The Resolution requires the GPPB to develop and formulate guidelines to provide the procedures for implementing projects through Community Participation pursuant to Section 53.12 of the revised IRR of RA 9184.
GPPB Resolution No. 03-2013 was approved on 21 January 2013.
The signatories included representatives from the Department of Budget and Management, Department of Education, Department of Energy, Department of Health, Department of National Defense, Department of Public Works and Highways, Department of Trade and Industry, Department of Transportation and Communications, and a Private Sector Representative.
