Amendments to the Implementing Rules and Regulations of B.P. 220 in the Philippines set new standards for lot requirements, setback regulations, building design, and parking in economic and socialized housing projects, aiming to provide affordable and adequate housing for the population.

It amends specific provisions of the Implementing Rules and Regulations (IRR) of B.P. 220, particularly Rule II (Design Parameters; Site Criteria; building-related standards), Section 6 (Building Design Standards and Guidelines), Section 19 (Definition of Terms), and it deletes certain referenced provisions.

It took effect on 11 February 2009, computed as fifteen (15) days from its date of publication in the Philippine Daily Inquirer (published on 27 January 2009).

The resolution states there is a need to review BP 220 standards in relation to the Fire Code and National Building Code, to uphold BP 220’s spirit of promoting cost-efficient production of affordable socialized and low-cost housing.

Economic single detached: 72 square meters.

Socialized duplex/single attached: 48 square meters.

Socialized row house: 28 square meters.

Saleable lots designated as duplex/single attached and/or row house lots shall be provided with housing components.

The price of saleable lots intended for single detached units shall not exceed 40% of the maximum selling price of the house and lot package.

Economic interior lot (single detached): 3 meters.

Socialized row house: 3.5 meters.

There shall be a maximum of 20 units per block or cluster, but in no case shall this be more than 100 meters in length.

Front setback: 1.5m; side yard: 1.5m (from the building line); rear yard: 2.0m.

A firewall shall be required: masonry construction at least 150mm (6 inches) thick, extending vertically from the lowest portion of the wall adjoining the living units up to a minimum height 0.30m above the highest point of the roof attached to it, and extending horizontally at least 0.30m beyond the outermost edge of the abutting living units.

No opening whatsoever shall be allowed except when the two abutting spaces of two adjacent living units are unenclosed or partially open (e.g., carports, terraces, patios), in which case a separation wall is required instead.

Ceiling should be compartmentalized and should not be continuous from one living unit to another.

One (1) parking slot per eight (8) living units. The average automobile parking slot dimensions must be computed as 2.5m x 5.0m for perpendicular/diagonal parking and 2.15m x 6.0m for parallel parking.

Off-site parking may be allowed in addition to on-site parking provided the designated parking area is part of the project and is not 100 meters away from the condominium project.

Standards for exits, corridors, exterior exit balconies, and common stairways shall conform with the National Building Code of the Philippines and its IRR, and also to Section 3.1007 of the Fire Code IRR (Annex I).

Provision of elevators is required for buildings 6 storeys and beyond. The architect/engineer must determine elevator requirements (number of cars, capacity, safety features, standards, elevator type, speed, and location) and certify under oath that the components conform with the National Building Code, Accessibility Law, National Industry Standards, and other pertinent laws. Compliance with the Fire Code is mandatory.

A firewall is any wall which separates two abutting living units and extends vertically from the lowest portion of the wall adjoining the two living units up to a minimum height of 0.30m above the highest portion of the roof attached to it, and extends horizontally up to a minimum distance beyond the outermost edge of the abutting living units.
