The primary objective of Republic Act No. 11006 is to amend RA No. 10596 concerning the conversion of the Mindoro State College of Agriculture and Technology into a state university known as Mindoro State University (MINSU) and to set the compliance requirements with CHED before the conversion is effective.
The establishment or conversion becomes effective only upon determination and declaration by CHED, based on the recommendation of a panel of experts, that the institution has complied with the requirements for university status.
CHED, through its regional office, is responsible for regularly providing technical assistance and monitoring the institution’s compliance with CHED requirements.
The panel of experts prepares a recommendation to the Chairperson of CHED on whether the institution has substantially complied with the requirements for university status.
The operational requirements include: (a) Level III accreditation or equivalent for at least four undergraduate programs, one in liberal arts, one in sciences, and two graduate programs; (b) Ratio of qualified full-time faculty with requisite degrees to number of students; (c) Adequate library and laboratories; (d) Research and development output with practical and commercial applications; (e) Relevant linkages and outreach programs serving the community; (f) Relevant academic policies, systems, and processes.
They must have at least Level III accreditation or its equivalent under CHED policies.
One program must be in liberal arts and one must be in the sciences.
The institution shall retain its prior status until it complies with the requirements provided in the Act.
All laws, decrees, proclamations, issuances, or ordinances contrary to or inconsistent with this Act are amended, repealed, or modified accordingly.
The Act took effect fifteen (15) days after its publication in the Official Gazette or in a newspaper of general circulation, after its approval on March 27, 2018.
