PROCLAMATION NO. 412

: The land area affected is approximately ninety-two thousand two hundred fifty (92,250) square meters, which was excluded from the operation of Proclamation No. 423 and reserved for off-base housing use of the Philippine National Police (PNP).
: The administration was transferred to the Housing and Urban Development Coordinating Council (HUDCC).
: HUDCC is authorized and directed to directly oversee and fast-track the implementation and development of the PNP off-base housing project, through appropriate project schemes and contractual arrangements, subject to existing laws, rules, and regulations.
: HUDCC shall dispose of the residual housing units to other low-salaried government employees, subject to prequalification guidelines it may adopt.
: Relevant documents include Proclamation No. 430 dated December 29, 2000; Proclamation No. 423 dated July 12, 1957; Memorandum Order No. 74 dated September 13, 2002; and Executive Order No. 131 dated October 1, 2002.
: A portion of the Fort Andres Bonifacio Military Reservation land was excluded from Proclamation No. 423's operation and reserved for the PNP's off-base housing use, which is now under HUDCC's administration.
: Under Republic Act No. 7279, also known as the Urban Development and Housing Act of 1992.
: Memorandum Order No. 74 directed HUDCC to formulate and adopt guidelines as well as implement post-proclamation activities for proclaimed socialized housing sites.
