The main purpose of Presidential Decree No. 1310 is to amend Presidential Decree No. 449, also known as "The Cockfighting Law of 1974," to allow the establishment of additional cockpits in cities and municipalities with populations of more than one hundred thousand to promote tourism.

It amends Section 5(b) of Presidential Decree No. 449 by allowing two cockpits in cities and municipalities with populations exceeding one hundred thousand, with one in the poblacion and one in each city or town district, instead of only one cockpit per city or municipality as originally provided.

Presidential Decree No. 1310 took effect immediately upon its issuance on March 6, 1978.

According to the decree, cockfighting has proven to be one of the major tourist attractions in the Philippines.

Before the amendment, only one cockpit was allowed in each city or municipality.

Cities and municipalities with a population of more than one hundred thousand are allowed to have additional cockpits.

The additional cockpits may be established, maintained, and operated in the poblacion and one in each city or town district in cities and municipalities with populations over one hundred thousand.
