Presidential Decree No. 1081 amends Presidential Decree No. 415 to authorize the Secretary of National Defense to enter into contracts for the manufacture or procurement of defense-related supplies and equipment under the Self-Reliant Defense Program (SRDP).

The Secretary of National Defense is authorized to enter into contracts, on behalf of the Government of the Republic of the Philippines, under such terms and conditions as may be agreed upon.

The Program of Expenditure must be submitted to and approved by the Secretary of National Defense.

The Budget Commission and the Commission on Audit must be properly informed and these accounts must be properly accounted for and reported to them.
