Presidential Decree No. 1081 amends Presidential Decree No. 415 to authorize the Secretary of National Defense to enter into contracts for the manufacture or procurement of defense-related supplies and equipment under the Self-Reliant Defense Program (SRDP).
The Secretary of National Defense is authorized to enter into contracts, on behalf of the Government of the Republic of the Philippines, under such terms and conditions as may be agreed upon.
The Secretary can enter into contracts with any natural or juridical person, with or without public bidding.
Contracts may be for the manufacture or procurement of supplies, equipment, or components thereof; facilities; utilities; and appurtenances necessary for national defense and covered by the SRDP.
