The main purpose of Presidential Decree No. 249 is to amend Presidential Decree No. 229 by authorizing government officials and employees, including military personnel, to vote in their place of assignment during barangay referendums and consultations.

Any officer or employee of the government, including those in government-owned or controlled corporations and military personnel, can vote in their place of assignment if they meet the conditions specified in the decree.
