Questions (EXECUTIVE ORDER NO. 300)

It amends Executive Order No. 164 (s. 1969) by changing the designation of the Chairman of the committee tasked to coordinate and supervise the collation, collection, identification, classification, reproduction, and release of archival materials and other historical papers in government agencies.

Executive Order No. 164 dated January 17, 1969.

The committee created by EO 164 to coordinate and supervise the collation, collection, identification, classification, reproduction, and release of archival materials and other historical papers in the possession of government agencies.

The Secretary of Education.

The Chairman of the National Historical Commission.

It indicates a substitution: the new Chairman designation replaces the previous one specified in EO 164.

It supervises and coordinates: (1) collation, (2) collection, (3) identification, (4) classification, (5) reproduction, and (6) release of archival materials and other historical papers.

It implies the committee’s leadership (specifically the Chairman) is not fixed to a particular department head and may be re-assigned by presidential amendment through an executive order.

Ferdinand E. Marcos, President of the Philippines.

The Executive Secretary, Alejandro Melchor, affixed the signature “By the President,” indicating official attestation/issuance of the executive order.

Based on the text, it only changes the designation of the Chairman (leadership), not the enumerated functions of the committee.

The Chairman of the committee will be the Chairman of the National Historical Commission instead of the Secretary of Education, while the committee continues to carry out the same archival and historical functions under EO 164.

The committee must now be chaired by the Chairman of the National Historical Commission, reflecting the substitution made by EO 300.

“Creating the Committee to Coordinate and Supervise the Collation, Collection, Identification, Classification, Reproduction and Release of Archival Materials and Other Historical Papers in the Possession of Government Agencies.”
