The Department of Transportation extends the minimum age requirement for school transport vehicles from ten to fifteen years and revises the classification of vehicles allowed for school transport services to enhance safety and standardization.

It is a DOTC (Department of Transportation and Communications) Department Order amending earlier DOTC orders governing school transport services—specifically extending the minimum vehicle age requirement from 10 to 15 years and revising the standard classification of vehicles allowed for school transport.

It amends (1) DOTC Department Order No. 2002-30, which in turn modifies DOTC Department Order No. 96-963 by adding a new minimum age paragraph for school transport vehicles; and (2) DOTC Department Order No. 97-1097 by amending Paragraph No. 9 to revise the standard classification and specifications for school transport vehicles.

The minimum age requirement is extended from ten (10) years to fifteen (15) years, reckoned from the date of manufacture.

It directs LTFRB to formulate new guidelines governing school transport services and/or rationalization programs in the interest of students, for road safety, and for uniformity in the duration of validity of the Certificate of Public Convenience.

All previous issuances/orders/memoranda inconsistent with it are superseded, revoked, and/or nullified.

It takes effect after fifteen (15) days following its publication in at least two newspapers of general circulation and filing with the University of the Philippines Law Center.

Van (with 10 passengers); Jitney (12 to 20 passengers); Mini Bus (30–49 passengers); and Bus (more than 50 passengers).

Entry and exit doors must be at the rear or right side of the vehicle only; there must be no entry/exit doors at the left side.

For vans, jump seats must be removed to allow easy access to the entry/exit doors from the last row of seats, and arm rest must be on the right side of the first and second rows.

Steel grilled windows with 1-inch mesh size in all sides.

Seatbelts for all passengers and a workable portable fire extinguisher.

A dark yellow rectangle on both sides (3 m x 1 m) inscribed in single line black color: “SCHOOL SERVICE” (40 cm) and NAME OF SCHOOL/S (25 cm); at the rear, a dark yellow square (1 m) with text “SCHOOL SERVICE - CAUTION: CHILDREN CROSSING” in two lines; and alternate chevron markings (diagonal black and yellow) at the front and rear visible from 50 m distance.

They operate without fixed route to/from school premises.

Fare is as authorized by LTFRB.
