PHLPost issues Circular No. 85B-14 to amend requirements and procedures for the new Postal Identification Card, aiming to enhance credibility, security, and accessibility through the use of information and communication technology.

Questions (PHLPost Circular No. 14-85B)

To use ICT product innovation for continuous growth of the PID product; improve credibility and acceptability of the New PID as an identification card; and institute security and control features in the issuance of the New PID.

Applicants include (1) Filipinos living in the Philippines and abroad, and (2) foreigners living in the Philippines for at least six (6) months prior to application. No minimum age is prescribed.

Proof of Identity may be submitted as (a) any one (1) primary ID document (e.g., Birth Certificate from NSO security paper or LCR within six months; GSIS/SSS UMID; Passport; LTO Driver’s License), or (b) any two (2) secondary documents, one of which must bear the applicant’s photo and signature (e.g., old paper-based Postal ID, Voter’s ID, PRC ID, Senior Citizen ID, company ID, TIN card, etc.).

Either (1) an original Barangay Certificate on residency issued within three (3) months prior to application, or (2) an original Proof of Billing. For foreigners, the circular also allows hotel/transient/temporary residence certification/statement of account as proof of address.

They may choose to use: (1) maiden first name and surname plus husband’s surname; (2) maiden first name and husband’s surname; or (3) husband’s full name with a prefix indicating she is his wife (e.g., “Mrs.”).

She must submit the original Marriage Contract (with forms/CTC/security paper requirements specified) if marriage contract is not presented among the secondary documents.

Widowed: husband/wife death certificate. Annulled: annotated marriage certificate and/or annotated NSO records plus annotated/court documents including finality. Divorced: authenticated divorce decree/recognition of foreign divorce decree and/or annotated NSO marriage certificate with divorce annotation, depending on the case.

The minor must personally appear, with appearance by: either parent if legitimate; mother if illegitimate; legal guardian if both parents are abroad or deceased; or either of the grandparents if either parent is also a minor.

(1) If both parents are abroad: Special Power of Attorney (SPA) with an attached photocopy of either parent’s valid passport duly authenticated by the Philippine embassy/consulate or by a foreign diplomatic/consular mission in the Philippines. (2) If both parents are deceased: authenticated death certificates and a court order awarding guardianship or substitute parental authority under Articles 214 and 216 of the Family Code (as stated).

General requirements for renewal/replacement include personal appearance and two (2) copies of duly accomplished PID application in bold/capital letters, plus same general requirements for new application and submission of the expired/expiring basic postal ID card unless the card is lost.

The applicant must submit a duly notarized Affidavit of Loss.

The applicant may submit a transcribed Birth or Marriage Certificate from the Local Civil Registrar (LCR).

The applicant submits photocopies together with the original documents for certification by the Postmaster and the applicant, with a certification statement that the photocopy is a verified copy from the original and is signed by both Postmaster and applicant.

Valid for three (3) years for Filipinos and one (1) year for foreigners. An unclaimed PID becomes invalid when disposed by the PHLPost Disposal Committee after the prescribed retention period of 180 days.

PID card fee Php 330.00; delivery fee Php 40.00; VATable sales total Php 370.00; plus 12% VAT Php 44.40; total amount payable Php 414.40.

If the approved application is rejected by the system and the applicant is at fault for wrongful information or applied through fraudulent means, the amount paid shall not be refunded.

Delivery Post Office: retain for window delivery for 30 days if unclaimed after three delivery attempts; then forward for window delivery to Acceptance Post Office. Acceptance Post Office: window delivery for another 60 days. PPSD: hold returned/undelivered cards for 90 days before forwarding unclaimed cards to the Disposal Committee.

The signature in the printed PID card is left blank for the person with writing disability. The accompanying parent/legal guardian signs the Application Form for the minor. If the minor can write, the minor signs in the PID card; otherwise the PID card signature is left blank.
