The objectives include product innovation using ICT for continuous growth of the PID product, improving credibility and acceptability of the New PID as an identification card, and instituting security and control features for its issuance.
Eligible applicants include Filipinos living in the Philippines and abroad, and foreigners living in the Philippines for at least six (6) months prior to application.
No minimum age is prescribed for an applicant to apply for the New Postal ID.
Filipino applicants must submit personal appearance, two copies of duly-accomplished PID application form, one primary or two secondary identification documents (with photo and signature for secondary), and proof of address such as original Barangay Certificate or proof of billing.
Married female applicants must submit original marriage contract if only birth or baptismal certificate is presented as primary ID and marriage contract is not among the secondary documents. The marriage contract should be from NSO, LCR, or NCMF depending on the type.
Foreigners must submit personal appearance, two copies of accomplished application form, valid passport reproduction, valid Alien Certificate of Registration or applicable visa, and proof of address such as Barangay certificate or certification from temporary residence.
The New Postal ID is valid for three (3) years for Filipinos and one (1) year for foreigners.
The total amount payable is PHP 414.40, composed of a PHP 330 PID card fee, PHP 40 mailing fee, plus 12% VAT amounting to PHP 44.40.
The applicant must submit a photocopy together with the original for certification by the Postmaster and the applicant stating it is a verified photocopy. No certification fee shall be collected.
PHLPost reserves the right to impose administrative, civil, and/or criminal charges against erring postal personnel or PID holders for violations of the issuance and the terms and conditions of the PID card.
Approved applications are screened by Postmasters or designated personnel, payments are collected, applicants advised when and where to proceed for biometric data capture, applications and attachments transmitted to data capture stations, and records maintained accordingly.
Minors 16 years and below must appear personally with a parent, legal guardian, or grandparent depending on legitimacy and parents' status. Legal guardians must provide SPA or court orders as applicable.
They must maintain records of approved and disapproved applications, prepare monthly and weekly reports on collections, submit transaction reports to their Area Offices, and ensure proper deposit and accounting of fees including VAT.
Applicants must submit specific documents like marriage certificates, annotated certificates from NSO, court decrees of annulment or nullity, death certificates, and corresponding certification or finality certificates depending on the civil status change.
