The CIAC is a body corporate authorized to operate and manage the Clark Aviation Complex, and is a wholly-owned subsidiary of the Bases Conversion Development Authority (BCDA), formed in accordance with the Corporation Code and relevant SEC regulations.
Republic Act No. 7227, specifically Section 4(d), mandates the BCDA to serve as the holding company of subsidiary companies created pursuant to Section 16 of the Act.
