To allow the voluntary wearing of face masks in both indoor and outdoor settings, while reiterating the continued implementation of minimum public health standards (MPHS) during the COVID-19 public health emergency.
In indoor and outdoor settings, the wearing of face masks is voluntary—except in the specific mandatory settings enumerated in Section 1.
Healthcare facilities (clinics, hospitals, laboratories, nursing homes, dialysis clinics), medical transport vehicles (ambulance, paramedic rescue vehicles), and public transportation by land, air, or sea.
Senior citizens, individuals with comorbidities, immunocompromised individuals, pregnant women, unvaccinated individuals, and symptomatic individuals.
It applies to both indoor and outdoor spaces by making mask wearing voluntary in both settings, subject to the exceptions in healthcare facilities, medical transport, and public transportation.
The DOH is directed to continuously update the minimum public health standards (MPHS) guidelines consistent with the Order.
Principles of shared accountability, evidence-based decision-making, socioeconomic equity, and a rights-based approach.
Good hygiene, frequent hand-washing, observance of physical distancing, and maintenance of good ventilation, especially in indoor settings.
LGUs must submit regular reports on their vaccination status to the Department of Health.
Provinces, highly urbanized cities, independent component cities, and municipalities that are currently at low risk classification but are at Alert Level 2 due to failure to meet vaccination targets to warrant de-escalation.
EO No. 7 is based in part on IATF recommendations and directs government agencies and LGUs to cooperate with the IATF for the effective and orderly implementation of the Order.
It creates obligations for both: LGUs (reporting vaccination status; support efforts to expand coverage) and national departments/agencies/state institutions (assistance and cooperation with IATF).
If any section or part is declared unconstitutional or invalid, the remaining sections/provisions not affected remain in full force and effect.
EO No. 3 (s. 2022) is repealed. Any other orders/rules/regulations or parts inconsistent with EO No. 7 are repealed, modified, or amended accordingly.
It takes effect immediately upon its publication in the Official Gazette or in a newspaper of general circulation.
Mask wearing becomes optional except in enumerated mandatory settings, but MPHS—including hygiene, physical distancing, and ventilation—must still be implemented.
