The main purpose of Executive Order No. 806 is to affirm the roles of the Early Childhood Care and Development Council (ECCD Council) and the Council for the Welfare of Children (CWC) in implementing government programs for children's welfare and development in the Philippines.

The ECCD Council is the principal agency responsible for implementing government programs related to early childhood care and development, including health, nutrition, and early education for children from birth to age six (0-6 years).

The Council for the Welfare of Children shall be composed of the same agencies and organizations identified in Executive Order No. 233 (s. 1986), with the Secretary of Social Welfare and Development as the Chairperson.

The Council for the Welfare of Children is attached to the Department of Social Welfare and Development (DSWD).

The 1987 Revised Administrative Code of the Philippines vests the power in the President to reorganize the national government.

EO No. 778 transformed the Council for the Welfare of Children into the Early Childhood Care and Development Council (ECCD Council), attached it to the Office of the President, and transferred non-ECCD functions and staff to the Department of Social Welfare and Development.

The ECCD Council focuses on children from birth to age six (0-6 years).

The Council for the Welfare of Children formulates, advocates, monitors, and evaluates national policies, laws, and programs for the development and protection of children below 18 years, distinct from the ECCD Council's focus on early childhood development.

All executive orders, rules, regulations, and other parts that are inconsistent with EO No. 806 are revoked, amended, or modified accordingly.

Executive Order No. 806 took effect immediately upon its signing on June 8, 2009.
