The Early Childhood Care and Development Council (ECCD Council) is the principal agency responsible for implementing the government's early childhood care and development programs such as health, nutrition, and early education for children from birth to age six (0-6 years).
The transformation of the Council for the Welfare of Children (CWC) into the Early Childhood Care and Development Council (ECCD Council) was provided under Executive Order No. 778 (2009).
Republic Act No. 8980 provides for the establishment of the National Early Childhood Care and Development Coordinating Council (NECCDCC).
The programs of the ECCD Council cover children from birth up to six (6) years old.
The Secretary of Social Welfare and Development serves as the Chairperson of the Council for the Welfare of Children.
The Council for the Welfare of Children is attached to the Department of Social Welfare and Development (DSWD).
