Questions (PRC BOARD OF ARCHITECTURE Resolution NO. 11, S. 2000)

It is titled “Adoption and Promulgation of the Architectural Code of the Philippines” and its purpose is to adopt and promulgate the Architectural Code of the Philippines as part of the rules and regulations governing the practice of architecture.

It was promulgated on September 18, 2000.

It was adopted on August 16, 2000.

The Resolution cites the lack of a comprehensive code for the architectural profession, similar to referral codes of other professions.

Then UAP National President Arch. Emmanuel Cuntapay, during his speech at the Area Planning Conference of the United Architects of the Philippines (UAP) in July 1996.

It was compiled over one year of “painstaking and diligent work” by members of the Architectural Code Committee.

Based on review by the National Planning Code Review Committee on Architectural and Urban Planning, the proposed Code was “ready for adoption and publication.”

The Board noted that the Code brings together pertinent documents, rules, and procedures governing architecture; that it takes liberally from the National Building Code (P.D. 1096) and the Unified Building Code (UBC) series of 1997; and that many sections—especially those on Architectural Heritage and Information Technology—are “mostly new.”

It becomes “an integral part of this Resolution as part of the rules and regulations governing the practice of architecture.”

It recommends approval and incorporation of the Code as a referral code in the National Building Code, consistent with the National Building Code’s provisions.

Section 201, Chapter 2 of P.D. No. 1069.

After fifteen (15) days following its publication in the Official Gazette or in a newspaper of general circulation in the Philippines, whichever is earlier.

It states the Code “takes liberally” from P.D. 1096 (National Building Code) and the Unified Building Code (UBC) series of 1997.

Carlos G. Almelor, Secretary, Professional Regulatory Boards.

Hermogenes P. Pobre, Commission Chairman; Alfonso G. Abad, Associate Commissioner; and Avelina De la Rea-Tan, Associate Commissioner.

It indicates that the Architectural Code will be used by authorities as a reference standard in building regulation matters, supporting compliance and interpretation alongside the National Building Code (as authorized by law).
